Keep action bar (Exit, More, Save Template, PDF) accessible when scrolling quote page

Keep the Bid request and Edit actions reachable when scrolling down the quote page, either by including them in the sticky header bar or by adding an exit control to it. Currently the sticky bar remains at the top while the action bar scrolls away, so at the bottom of the page the only way back is scrolling up manually. The bottom of the page shows only the cost totals and a fixed footer with the grand total, with no action bar or exit control visible.
