Prevent Approval of Partially Categorized Time Entries

Description:
It is currently possible to approve time entries that have not been fully categorized under cost codes. This can lead to payroll and job-costing errors.

Could we add a validation that prevents approval when the total categorized hours do not match the employee’s total shift duration?

Example:
If an employee worked an 8-hour shift but only 6 hours were assigned to cost codes, the system would block approval and display a warning indicating that 2 hours still need to be categorized.
