Report of suppliers/subs with expired compliance documents

Problem: Users can upload RQ, CCQ, CNESST attestations and licenses with expiry dates on supplier contacts, but can’t pull a list of contractors with expired documents. AskBob couldn’t produce it either.
Request: Add a compliance report/filter showing expired and soon-to-expire documents by contractor, with optional expiry alerts.
Impact: Medium-high. Quebec compliance requirement for GCs.
