Standalone bid requests (RFQ) without an existing quote

Problem: Bid requests must start from an existing quote. GCs typically send only plans to multiple subs first, collect prices, then build the client quote.
Request: Allow creating a bid request from scratch (attach plans/files, scope description) and send it in bulk to multiple subcontractors.
Impact: High. Matches the standard GC tendering workflow.
