Tagging/Mentions in internal notes for notifications

I want to be able to tag or mention team members (e.g., @name) in internal notes so they receive a notification. Currently, notes are passive and team members don't know they've been added unless they manually check the project. This is important for internal communication and ensuring information is seen by the right person.
