Tag/Mention users in Daily Logs

I want to be able to 'tag' or mention specific admins and builders in my daily logs so they are notified directly. Currently, notifications are only sent via SMS to all administrators, and some of our team members (like builders who aren't admins) are not receiving these alerts. This feature is important so we can ensure the right people are aware of specific logs and updates.
